1985 Pontiac Fiero "surging loping" Questions

engine idle the engine will lope and the idle doesnt stay consistant and eventually dies what would cause this? dirty intake throttle valve and air bypass idle speed control motor. ttry the following.

surge at low speed at around 10-20 mph it will surge or lope to the point you think it is going to die,if i hold the foot feed at that rpm it will do this until i let up on the gas or till i speed up.
