Bike wont start has new plug and battery but getting no power to start bike red light comes on and goes out to start it but it is completely dead of power to start on electric start

If the lights won't even come on, the spark plugs are not the cause of that problem.
Make sure the battery cables at the opposite ends from the battery are connected tight and corrosion free.
Check that all the fuses are good.
For some reason the power isn't getting from the battery (if it is in fact charged up) to the electrical circuit (blown fuse, loose/disconnected wire, etc).
you will need to try a new battery, unfortunatly sometimes jumping of a larger battery can spike the regulator, so when the new battery is fitted put a mulimeter across the battery, should read just over 12v engine stopped and rise to 13.5-14v with the engine running.
You need to completely drain and refill the gas - the gas you have is stale and doesn't have enough power to run the bike.
The battery needs to be fully charged - not just jump started. It wouldn't hurt to do an oil and filter change as well as a air filter and plug change.
The click u hear means your neutral isn't the problem, it means your new battery is trying to start the engine, however the power isn't making it to the starter. check the battery cables for good connection in the ends of the wires and at the start relay (the positive wire from the battery goes to the start relay that may need replacing) also from the start relay that you hear clicking down to the starter.make sure cable and nuts that hold them are clean in good shape. to get the neutral lite to come on the side stand doesn't do it, the shift lever does. you can be sure you are in neutral when the bike can roll without the clutch being pulled.If the bike is in neutral and the lite doesn't come on then replacing the bulb or sensor might be necessary.
Test the battery voltage while you are trying to start the scooter. The surface charge can be over 12v but under load drop to well under 9, indicating a faulty battery.
If the light on the adapter doesn't come on, then you have a bad adapter. (of course you know this) Wait for the new adapter and chances are good that your machine will run fine, and the old battery will probably still be good. If it doesn't work with the new adapter get back with me.
