your local hd shop should be able to answer this for you as its a mesured amount and to much or too little will make the bike not handle right

Buy you a standard L-shaped allen wrench, put the short leg in a vise and bend it a little bit more in. Cut the short leg nearly as short as possible still allowing full engagement into the hex of the bolt.

Some people recommend to get a good seal to loosen the head bolts when tightening the intake bolts to allow the heads to float to the intake. You do not have to.

Just carefully watch the gap between the intake and the heads. Before completely tightening the bolts, install the carb and air cleaner backplate to make sure the intake is squared up and the backplate banjo bolt thread in. Then carefully remove the backplate and carb without moving the intake, and finish tightening the intake bolts. Get the bolts as tight as you can, use anti-sieze. It comes off easy. Be sure to clean everything up nicely. It i not a hard job ...just tedious.

I was riding down the road the other day and oil started coming out my 98 dyna low riders external vent .

Your 98 Low Rider is a head breather and in stock configuration, the vent is directed into the air filter. It is typical of a little oil to come out of the breather but if it was a lot and it's continuous, you may have a problem. The first thing I'd check is the "umbrella vlaves" in the center rocker box plate. Over the years they'll get hard and fail to seal. Just take the rocker box covers off and replace the valves and the gaskets. No problem.
