Hi, William and the usual suspects are:
1. Fouled spark plugs.
2. Severely discharged or a damaged battery should have 12.5 volts or more and be able to pass a proper "LOAD" test if necessary, you may have a preliminary reading of 12.5 volts or more but little or zero amperage the battery is faulty and must be replaced, AGM batteries fail in this scenario more so than lead acid batteries.
3. Check battery terminals for damage or corrosion, check the battery cables at "BOTH" ends for loose, corroded, or broken connectors, "INSIDE" and outside the cable harness, perform connector wiggle test and check cables with an ohmmeter if necessary.
4. Loose connection at ignition coil or plug between ignition sensor and module.
5. Spark plug cables in bad condition, shorting/leaking, spark plug cable connections loose check for spark leakage in the dark.
6. Faulty ignition coil or electronic control module.
7. Faulty pulse coil.
8. Faulty CKP, CMP, or BAS sensor.
9. Faulty ignition switch.
10. Tilt sensor needs a reset.

put a multimeter on the coil wire , set the meter to 12 volts dc and turn on the ignition
it will be either 12 volts ( 12volt coil ) or 7.5 volts ( 7.5 volts coil)
this system is used on may electrical ignitions meaning it starts on 12 volts ( maximum spark with reduced voltage under cranking ) but runs on 7.5 volts ( resistor controlled voltage )

Hi Ted, always check your instrument fuse before performing the next procedure, try cleaning your speed sensor located on top of the transmissions right side between the top cover and the chrome starter end cap on Twin Cams and on top of the engine case between the rear cylinder and the starter motor for Sportsters. Remove the the bolt that secures the sensor and pull it out of the transmission. Inspect sensor for obvious damage and repace if necessary. If sensor has no damage then wipe clean any obvious contamination like micro fiberous material with a clean rag and reinstall, torque bolt to 8 ft lbs. Next check the connector to the speedometer for correded, broken or loose pins/sockets. Good luck and have nice day.

Hi Rking733, you could have a faulty sending unit or guage, there could be a problem with your wiring. On models with the fuel gauge posing as a left hand fuel cap the gauge is a press fit do not try to unscrew it, simply ample force lift up in a rocking motion to remove gauge. Disconnect wires to the gauge and with a set of positive and negative jumpers from the battery connect the positive jumper and flash the negative, gauge should peg full, if not replace gauge. With a test light check for power to the sending unit, then remove the sending unit and manually operate the float arm slowly with the correct wiring hooked up to the fuel gauge and sending unit and the ignition on, the gauge should respond accordingly if not replace the float arm assembly. For a free wiring diagram please visit the website below and good luck.
