Eco Drive is the automatic stop/start system that some refer to a a mini-hybrid.
I know little about them but I believe the facility can be switched off and therefore can be switched on. I don't know how but the answer might be found in the vehicle handbook or at your local Peugeot dealer.
It will certainly be safe to drive - the facility automatically stops working if the battery charge level drops below a certain value. Whenever the battery is disconnected/removed/replaced the on-board computer must be reset with dedicated diagnostic equipment for the system to work correctly, I hear.
There is a small servo motor that unlocks the shifter when you press the brake pedal. Sounds like either the is no power to it or the servo has gone out.

Jun 5, 2015 - When I put it in drive, and begin to drive away the transmission will put itself in neutral. When I slow back down, it will go back into gear.
you don't, all your locking system, security everything runs through this system. you have 1 actuator (could be a rod) that tells your computer is locked is not working, that is all
My first thought would be the lock module thinks one of the doors is not closed. You may need a shop manual to get the test procedure and the wiring diagrams.
if it will not unlock manually then it could have a link bar dropped off ,the plastic tie bit that holds then rots away or goes brittle and breaks allowing the rod to fall out
