Some of the time when a vehicle sits over night or for several hours you will get some water vapor that looks like white smoke until the vehcile warms up the cats on the exhaust system. Double check coolant level make sure it is where it should be if not I would say you have a head gasket problem and you need to have it fixed.

What causes white smoke to come from the tail pipe with strong fumes while in idle?

A heavy presence of white smoke from the tail pipe is usually caused by a bad headgasket. If this gasket is bad, the vehicle may run rough as well as overheat.

4g15 engine carburetor smoking only when engine is cold

smoking from where?, front of car, middle or tail pipe.

is this your first car, or first car and first winter (white steam?)
there are 3 kinds of smoke
black , carb flooding (ask why)
white, oil, burning, take for ever to go away
white steam, goes away fast and smells like Antifreeze, sweet and nasty.

and all carbs smoke black in the tail pipe end, when cold, unless
you very carefully tune the choke plate.
so do tell? what?

88 thunderbird white smoke and water coming from tail pipe

Possibly a blown head gasket, letting coolant into the cylinders to be burned. White smoke is usually coolant burning. Have the engine's compression tested to verify.

White smoke is coming out of the tail pipe after changing my oil when i start my car in the morning. It goes away after a block or 2 blocks down the road. Any answers???

I gather you are sure it is smoke and not water vapour from the car warming up? Cars can run rich at start up until it warms up (automatic choke). You may have also overfilled the oil a little this can cause some burning through breathers. Unless it is excessive I would not worry too much about it - keep an eye on your oil and coolent levels.
