All of them? Sounds like a problem with the instrument
cluster. Have it checked by Honda and replaced if
necessary. If it were like one gauge, then it would be
either the gauge itself, or the sensor/sender it's responding
to.

Fuel gauge not giving the correct gauge level

more likely the fuel gauge in the dash is the problem, you can check this by taking the rear seat out to get to the fuel sending unit, then disconnect the connector while you have the ignition on and see if it change.
if it changes the sender is bad, if it doesn't the cluster is bad.

How to change lamp on honda civic instrument cluster

remove the screws on the top part of the cluster trim and pull firmly with hands and the trim will release from its two tension clips and you will see the other screws you need to remove inorder to pull it out. (put your steering wheel in its lowest position.)
