Gauge Cluster Will it be easy for a non Honda Mechanic to Remove and Replace a Honda Civic Gauge Cluster?

The fuel gauge is either a stuck needle or a stuck sending unit.

sounds like your instrument cluster went bad, try a salvage yard and install a used cluster, normal price is $100.00 to $150.00, also might check on ebay

All of them? Sounds like a problem with the instrument
cluster. Have it checked by Honda and replaced if
necessary. If it were like one gauge, then it would be
either the gauge itself, or the sensor/sender it's responding
to.

Fuse details of the Honda Civic has been enclosed for you. Locate the Dash Light fuse to fix you problem.

more likely the fuel gauge in the dash is the problem, you can check this by taking the rear seat out to get to the fuel sending unit, then disconnect the connector while you have the ignition on and see if it change.
if it changes the sender is bad, if it doesn't the cluster is bad.

Replace temperature sending unit/sensor

remove the screws on the top part of the cluster trim and pull firmly with hands and the trim will release from its two tension clips and you will see the other screws you need to remove inorder to pull it out. (put your steering wheel in its lowest position.)

I would suggest you check your drivebelt/fanbelt tension and waterpump.
