First check all pulleys for wobble or looseness. If all pulleys are OK, use the below diagram to put the belt on all pulleys except alternator. Put a wrench on tensioner pulley and pull down until the belt will slip onto the alternator pulley. Check that belt is still on all pulleys before starting. If belt comes off again, one of the components is failing (usually an idler, tensioner or water pump wobbling).

Steering seized after battery light came on. COULDN'T STEER. VERY scary.

Your steering did NOT seize. Power steering is run from a belt. If the belt breaks and the belt powers the pump and the alternator, you lose power steering and the battery light comes on. You still had steering. What you lost was power assist. You can still turn the wheels, it's just much harder to turn. Get the belt replaced and you should be back in business.

Are you sure that you don't have power steering? It sounds to me like you have a leak in your power steering and low on fluid. The battery light is usually an indication that your alternator is not charging.

checking the fuses might fix the tail light and wiper issue and as for the power steering might check an see if belt it broke or maybe power steering pump is low on fluid which would indicate a leak.

If the power steering pump is low on fluid, The belt is broke or came off, or the pump just stopped working, it would cause those symptoms.
First check the belt.
If the belt is there, check the fluid level in the pump, if its low add some PSF and check again.
if the fluid level is up to factory standards and you have went through this check list,
the pump is bad.

Was driving thru a snow bank,when i got pass it my steering wheel was very stiff,so i pulled over and noticed a light brown liquid dripping on the behind the driver side front wheel

POSSIBLE POWER STEERING BELT CAME OFF AND WITH YOU FORCING THE VEHICLE TO STEER IT PUSHED OUT THE POWER STEERING FLUID. CHECK STEERING BELT,HOSES.

Have you checked your power steering fluid and the belt driving the ps pump. Also make sure your ps hoses aren't leaking.

Car is difficult to steer

well it sounds like you got a broken belt under the hood,that spins the alternator and power steering and if that belt broke you wont have power steering and your alt will not charge the battery and the lights will come on, so pop the hood and check to see if the belt is still there and if it is check to see if it has tension on it, the tensioner could have let go and the belts not on,,,

Check the operation of the power steering system.
Check the power steer drive pump belt is ok,
Check fluid level of Pwr steer pump is ok.
No oil leaks should be evident on the power steer system.
