Do you mean hard to steer your steering wheel?
If you have a noise when you are turning your steering wheel, you may have low power steering fluid. Add power steering fluid into your power steering fluid reservoir to the level required (check with your manual book). Make sure you get the right power steering fluid for Audi A4. Hope it will help

you are leaking power steering fluid. the high pressure line is the most common problem with windstars. other leakable parts are the rack and pinion, power steering pump, low pressure line or power steering reservoir.

Steering issues

Find the leak and repair it...It is a sealed system, if you are adding large amounts of power steering fluid, it is leaking out somewhere. Hoses, reservoir, steering box, power steering pump are places to check. You should only have to add minimal fluid to the system for the entire year.

The immediate squeal you hear is most probably the unit is out of fluid or has leaked onto the serpentine belt and causing it to slip.
Fix the leak and check your serpentine belt for wear.
