I would check the pick up coil in the distributor.

Where is the thermastat located on a 89 ford tempo ?

After the car has been driven until warm, say 10 minutes, leave it
running and feel the hoses going thru the firewall to the heater,
there are 2 ,if they are both cold it needs a thermostat.
If one is hot and one is alot colder , it's the heater core.
If they are both hot it's a door on the inside.
Thermostat on the 2.3 (assuming) is at the engine end of the top
radiator hose, front of the head. Easy one

Car star when is cold but if I stop the engine after is hot it will not start until cool of again

If you mean that it starts fine when cold, but if you stop & turn off the engine (to to pop into a shop for example) then try to restart and get absolutely no turning over, then you need to replace your battery. It has a short or crack which is expanding when hot creating your problem.

Could be the fuel pump, but if the Timeing belt/chane has never been replaced then it most likley jumped time or the belt broke

I just bought this tempo it starts but after i have been driving for about 20 min it starts to smoke and it starts to get hot it stops then you hav eto get a jump to start it.

It sounds like you have brought a lemon as if it hard to start when cold then its lacking compression which is worn engine piston rings and valve guides, and if it starts smoking when driving and if its BLUE smoke then its bad piston rings And if its BLACK smoke then its to much petrol getting into the engine which will also cause the engine to wear out quick as its washing the bores with fuel instead of oil,and that will also stop the engine from starting when hot,
SO if its BLUE smoke replace the engine
If BLACK smoke repair fuel fault.

91 tempo heats up and quits wont start until engine has cooled

I had the same problem with f-150. the timing chain would stretch when it heated up and cause it to quit and naturally it wouldnt start until the chain cooled down and tightened back up.
