I have a 1995 blazer in the family, and the oil filter and access to it is located behind a plastic trap door under the front of the car, beneath the motor. Hope this helps.
The drivers side of the motor toward the transmission. It is sometimes hidden by the exhaust but look next to the oil pan. It is a vertical oil filter.
