If you smell fuel from under the hood, there is a strong possibility that you have a leaking fuel injector or fuel line. Have the car inspected by a mechanic to prevent a possible engine fire.

If the sputter got real bad, I could smell what smelled like weed eater gas inside the cabin. As you could also imagine, there is a loss of power.

turbos work closest to the exhaust ports before there is any loss of heat to make them work well. Suggest you do some research to get the proper manifold for the turbo you want to install as it will save a lot of problems

You shouldn't have any gas smells, maybe a little if the engine were cranking over without starting. But your car is not even cranking, right? Or will it crank and not start? In that case you might smell a little gas, so next step would be to check for spark.

The leak on front passenger side: if that is where the front of the engine is, check carefully your water pump for leaking (then it is bad) and also check all hose connections there for leaks.

Sudden no-start conditions are usually loss of either spark or gas to the cylinders. These are the first things to check when it won't start.

WHEN IM DRIVING, IT POPS OR JERKS ALL OF A SUDDEN AND THEN WONT SHIFT GEARS. WHEN IM ON THE EXPRESSWAY AND IT DOES THIS, IT WILL BARELY GO 55 MPH.

Your transmission fluid is dangerously low (tranny is dry). The pops & jerks are the transmission
internal components trying not to seize onto each other due to lack of lubrication and/or overheating.
Low transmission fluid leads not only to loss of lubrication but lots of overheating (of the tranny).
The loss of Elantra performance (speed tops out at 55), is caused by power loss due to friction inside the transmission. All your power is lost overheating the transmission (toward destruction), instead of
being transmitted through the transmission to the wheels.

The 2004 Elantra takes Hyundai SP-III Automatic Transmission Fluid, with 8.4 quarts used in a
total refill - but just 5 quarts at a fluid change. For How-to transmission fluid change instructions:

Whats a difference between timing belt and drive belt , for my 2004 Elantra Hyundai cernter is asking to change the drive belt and flush the Hyd oil, car has 53,000 miles on it

a drive belt refers to belt driven items like alternator, power steering, water pumps and the like.

A timing belt is cogged to precicely hold the relationship between the crankshaft and the valve train. Timing belts are usually located within covers, as the loss or damage to this belt exposes engine damage and failure.
