Im looking to buy a 95 monte carlo 110000kms, but it has smoke/oil burning smell, which seems worse in the cabin when turning on the Air cond (can smell in and out of car)
can not see any issue under the hood - my fear is it could be a ring issue?
Common problems for these cars is the valve cover gaskets, intake manifold gaskets and front crank seal. None of which are extremely expensive or hard to change, just time consuming. It would be typical for someone selling the car to steam clean the engine. Check the coolant resevoir for contaminants and level as well as the oil level and condition. Make sure that the oil filter used is an AC Delco. These will give you optimum and correct oil pressure. Not all filters are created equal! If you feel it may be a ring issue, check the exhaust for signs of black carbon build up and signs of cleaning. It is likely that it is an external leak. If you wish you may send me pics of the engine compartment to analyze and I can tell you where to photograph.

If there is no blueish white smoke coming from the exhaust its more likely a leaking seal or gasket . also you can check the spark plugs for oil fouling they are also good indicators of how the engine is running . However unless you really want to fix the issues with this car I would look for another that doesn't smell like burning oil

It is burning oil, which means you have a seal that has gone bad. Could be a simple fix or a expensive fix depending on which seal it is. Have someone look at it and see what they say ( a mechanic that will check it for free or cheap ) and you will have your answer. I cannot answer the question fully without this information. If you can get more info then I will try to answer it in more detail than this. Let me know.
