Go to 2003 ford explorer owners manual and download it for free from ford then go to roadside emergencies and you will find the fuse box and power distribution box diagram for all fuses

If your radio does not diplay but works it is the kcd display seen many of these with this issue new radio will correct this concern no fuses for the display

SOURCE: Ball joint replacement-2003 Ford Sport Trac

if you dont have a ball joint press and dont know how to use one then dont do it, but if you do its not that bad of a job just jack the truck up under the control arm remove the brake rotor then take the lower ball joint nut off then use a pickle fork to break the ball joint loose then take the axle nut off push the axle out of the bearing and use the ball joint press to remove and replace the ball joint

Unplug the battery for about 10 min then plug it back up start the engine. the computer should reset, if the light comes back on then u still have problems.

In the owners manual below, starting page 128, it has fuse box diagram which looks like fuse 1 under the hood is power for fuse panel may be the power to inside fuse panel. I take it you say you have no power to fuse panel inside vehicle. Not likely any reset button. If both seats have stopped working it must be some power problem I would think. There is a control unit under the seats but I think there are two, one for driver and one for passenger. Change the fuse anyway, make sure you have the right one.
