Numerous connectors in the steering column have to be removed to replace the shifter tube. It's very likely there's a connection issue or possibly a short causing the dash lights to stay on.
Best way to pinpoint the problem is to go through the process of removing the shifter tube, but without removing it. Undo each connector one by one, with the key in the ignition in the OFF position.
As you pull each connector off, the light should go off when/if you've found the problematic wire or connector.

Your problem is the VSS (Vehicle Speed Sensor). No idea why you would think it was the cluster or have anything to do with the ABS! Just take it to a professional.

If it ran out of gas, there are two possible easy fixes. One is that the fuel filter is plugged up by junk from the bottom of the tank. The other is that water floats on top of gas and now your lines are a mix of fuel and water. I would change the filter and put water remover in the tank. Make sure there is a least 10 gallons of fresh fuel in the truck. If neither of these work, the pump may have been damaged as it uses the fuel to keep it cool.

Wow your kidding me it's 1 of 3 things vacuum lines broken ///idle air control valve //// throttle position sensor the check engine light should've been on unless it was and you left it that way till it burned out have the codes read at auto zone then disconnect both battery cables and see if the codes come back after driving for about 50 miles also when you first turn the key to on not start or crank do you see the check engine light lit if not the bulbs burnt out and how come the codes were never attempted to be read before ?this is very obvious and I have to ask who's doing your work oh boy what a rip anything sets codes oh well have fun
