Check that the glow plugs are working , the relay is in the e-box(big black box in the right front of engine bay)remove the glow plugs and individually test them.They should glow red after 3 seconds .

I would start by looking for the valve on the fuel rail (or at the filter housing), if you disconnected the fuel pipe from the filter feed you will have a lot of air in the system (and diesels do not like air in the feul system) you will need to have someone crank the motor over while you push in on the schrader valve to release the air out of the system until you get fuel to flow steady out of that port (this may take a short period of time), then you should be able to start the vehicle... would also recommend replacing the fuel filter as well. have you made shure there is fuel in the tank, they had alot of problems wth sending units on that year. if so chances are its the fuel pump. try banging on the bottom of the fuel tank while sombody tries to start the vehicle, if it starts replace fuel pump. faulty regulators will usually cause a very rich running condition.

The engine
and automatic transmission in this vehicles drive train
are fully electronically controlled by a computer called the PCM
(Power Train Control Module). Whenever a problem like this occurs the
computer stores a record of the problem (there are of course some
exceptions to this, like the fuel pump, engine coolant temperature
sensor and MAF sensor for instance) in the form of a fault code in
its memory, to read these fault codes you must have the systems
memory scanned with a special tool. Once the fault code(s) are read
you then must perform the appropriate diagnostic testing to find and
resolve the problem(s) DO NOT REPLACE ANY PARTS UNTIL A
TRAINED TECHNICAIN HAS DIAGNOSED THE PROBLEM TO AVOID SPENDING YOUR
HARD EARNED MONEY ON PARTS THAT MAY NOT CORRECT THE PROBLEM
If you know that you have spark and fuel, the next step is to check for compression. For this, you will need a mechanic's grade compression tester that will screw into a spark plug hole. You will need to remove the spark plugs and use the compression tester to test the compression on each cylinder. If the compression is very low on all cylinders, that is a sure sign that the timing belt (or timing chain depending on the engine) has failed and will have to be replaced.
