Check if lights or other electric items on the vehicle are also not working.
If all power is missing, re-check battery terminals for corrosion/loosness, including the battery ground chassis connection - if battery and connections ok, look for a blown in line master power fuse or fusible link.
Ensure power is present on the main power bus at the fuse/relay control panel.

I have 2003 Chev. Blazer, new battery and alt., problem is battery goes dead over night. I noticed the gauges are coming back on when the key is out of ignition.

You may have a shorted wire(s) off the ignition switch. Check the wiring off the switch, and cover any bare or exposed wires.

When i turn my key to the on position the starter does not turn over i test the starter and its not getting power what can this be?

could be the fuse to the crank or maby a dead cell in the battery or simply needs a new battery ..corroded wires to the battery , ignition switch gone bad ,
but check your crank fuse 1st and then your battery connections ...do you have lights and power to anything else on the vehicle ...if so it may just need a jump if you have already tried that then i hope you have looked at the fuses for one that may have shorted out ...

Try checking relays in the fuse box under the hood. If all checks out ok, check timing belt/chain.
