Program KEY ? There is no transponder in the key for a 1998 Chevy truck . What problem are you have ,no start ? Is the SECRUITY light lit on the dash ? you don't need to program keys with this ant-theft system .
Vehicle Theft Deterrent (VTD) Operation
The design of the passlock system is to prevent the vehicle operation if the proper ignition key is not used in order to start the vehicle. The mechanical key, in normal operation, will turn the passlock lock cylinder. The passlock sensor will relay the passlock data to theEVO/Passlock module. The EVO/Passlock module will determine the validity of the passlock data. The EVO/Passlock module will send a code password to the vehicle/powertrain control module (VCM/PCM). When the VCM/PCM receives the correct code the VCM/PCM allows the fuel injectors to operate normally. The passlock system requires the VCM and the EVO/Passlock module to communicate the various functions in order to operate. These functions transmit over the class 2 serial data line CKT 1807. For an explanation of the class 2 serial data operation refer to Data Link Communications Circuit Description in Wiring Systems.
Passlock System
The design of the passlock system is to prevent vehicle theft by disabling the engine unless the passlock lock cylinder rotates properly by engaging the correct ignition key. The system is similar in concept to the passkey system. However, the passlock eliminates the need for a key mounted resistor pellet. The components of the system are as follows:
?€¢
The ignition lock cylinder
?€¢
The ignition switch
?€¢
The passlock sensor
?€¢
The EVO/Passlock module
?€¢
The security indicator
?€¢
The vehicle/powertrain control module (VCM/PCM)
The ignition lock cylinder is located at the upper right side of the steering column. The Passlock™ sensor is in the steering column. The Passlock™ sensor is separate from the key and lock cylinder. The key and the lock cylinder work together in order to determine if the proper ignition key was used to start the vehicle.
In the event of an open Class 2 serial data line between the EVO/Passlock™ Module and the VCM/PCM, the vehicle will become fail-enabled if the VCM/PCM has already received the password from the EVO/Passlock™ Module for that ignition cycle (the engine is running). In this event, the following conditions occur:
• The security telltale will be ON continuously.
• The VCM/PCM will become fail-enabled for future ignition cycles.
If a failure in the Class 2 serial data line occurs before the ignition cycle, when the VCM/PCM is not fail-enabled, the following conditions occur:
• The VCM/PCM will never receive a valid password in order to enable the fuel injectors.
• The vehicle will not start.

SOURCE: truck tries to start without key in the ignition
The 2004 colorado does have an electronic starter, so there might be a short in your connection coming from your battery. If you were to disconnect your battery and then connect it again there is a possibility that your truck may try and start, could ever start.

I might try checking with the dealer for a recall on this one

ive had the same problem. turn the key and listen for the fuel pump. if you can hear it. good. next take the ignition control moduel off the truck. it's located above the coil pack on the passenger side and is not much bigger than your thumb. they cost about $85 or so at autozone. you may even be able to get yours tested. when i tryed to get mine tested we had to go by the paint mark because they were missing the harness. look for a paint mark on the back from the factory. it is either yellow or white. when they burn up the paint color changes from one to the other. the replacements don't have that.

I would check the fuel pump turn key on do not start or turn engine over just until dash lights up and you should hear a grunt sound come from back seat area if you do not hear this grunt your fuel pump is not working. Also if you have a check engine light on you should have your can scaned with a OBD 2 scan tool to retreve and faults the cars computer might be undrer going.
