There should be a mechanism in the door jamb near-to the seatbelt. If equipped, push on it while jerking seatbelt until it retracts. If not equipped, close door firmly while jerking seatbelt to activate retract.
If both passengers and drivers side retractable belts have stopped moving, then it's likely the controller that's located under the passengers seat has gone bad. If only one side has stopped retracting and moving then that side motor has probably gone bad.
the seatbelt light/warning illuminates only if driver has not buckled up also the belts are pretension if car has front impact along with air bags so may i suggest that you check under front seats that the wires for seatbelt actuation have not come loose ?either at plug or the belts lockup at side of seats check also for damp on carpets this too causes elec/s malfunctions
will have to take the side panel off where the belt is located make sure no twists are present. if not pull it hard and see if it retracts, if it still does not retract you may have to replace the unit. the retraction spring in the unit is broken, or the lock mechanism has failed.

You will need to remove the molding around the input slot for the belt.view the actual receiver and see if there is a lock that is preventing it from retracting.
Inertia reels get stuck permanantly if pulled out suddenly over time or after an accident. You may be able to remove it or pull lightly out with little tension and tap on it, if not you may need to replace the inertia reel.
