That is a transmission code...
P1747 (EPC Shift Solenoid). Not uncommon for police interceptors...

It is highly unlikely that the sensor is bad. What the most common cause of DPFE codes is a blocked EGR passage in the intake manifold. The car is 15 years old and over that time has accumulated carbon build-up in the passage. The passage is located in the intake manifold beneath the air-intake casting.

you can get a A/C Delete kit for a Ford 4.6 liter. the 4.6 v-8 accessory drive system is all the same. You may also be able to run a line of string around the pullys, take it to your local auto parts store and they can match it up. I recomend the kit,
