The only way to find out what is going on with your electrics is to have a full diagnostic scan done with a Tech 2 or similar scanner. It may be a problem with a control module
There is probably a round cap at the base of the wiper arm. Pop it off with a small screwdriver. Check the nut and make sure it is tight-most common cause of this problem is a loose nut for the arm.
You may have had the wrong size wiper arm and/or blade recently installed. They can be different from side to side. Please check the correct wiper blade length with a part finder at your local parts store.
make sure the ground wire is conected and tight this could be the problem check all wires that bolt to frame and body for tightness, also check ones on the engine
