I have a 2000 oldsmobile silhouette and the taillights and instrument panel do not come on. I have already checked all fuses, replaced the mulifunction switch, replaced the headlight/dimmer switch and cleaned all the plug in connectors under the dash. Also have problem with ignition key alarm it keeps sounding even when key is not in ignition.

The "other" fuse panel is on the passenger side of the dash board, inside the vehicle cabin. Open the passenger door (the front one). Look at the END of the dashboard. There is a little plastic panel which just pops out. You may have to give it a pretty firm tug, but it's just a snap-in piece. No tools required. Pull that panel off and there's your second fuse panel.
Quite a few of these vans had issues with the instrument panel cluster causing this problem. There is an updated program to recalibrate the cluster to not set the low oil pressure light on. Go to a GM dealer and have them reprogram the IPC.
sounds like you need the steering and suspension checked for the jerking while driving. And for the gauges i would have it checked at the dealer may need to replace the IPC (instrument panel cluster)
Check all wiring under the hood and check the shortstop fuse located in the main fuse panel should be metal or thicker than the other fuses if that doesnt fix check the relay
Check all battery connections make sure they are tightly secured. Check for broken battery cables, if all are intact. Check battery/Main Fuse. contact if you need more help. Good Luck
