Wipers wont turn off... someone broke my on/off switch

Disconnect the motor connector, it's under the hood next to the firewall.

Emily, the steering column cover at the top of the steering wheel has to come off. You or someone has to unscrew the screws inside the column cover and unplug the electrical connector. This will help stop the motor under the hood from operating. If you have to; look at the fuse box either under the dash beside the steering wheel or under the hood.
