Push the tab with a screw driver and slide while holding the headlight assembly or it will fall off. It's a square tab where the handle broke, just push it to lower the tab from the lock position.

It sounds as though something is wrong with the valve or camshaft timing and valves are touching the pistons.
If the bolts broke and you hadn't got that far it is possible you haven't turned the engine back a little before fitting the head or ensuring the cam timing is almost correct before refitting the head.
You should check thermostat and if thats not it you need to check for a head gasket issue. If you have been running it while overheating you could have done permanent damage to the heads themselves.
There is a fuse. Check carefully, you might have more than 1 fusebox. It may be tagged "running lights" If you head lights still work, check the accessory fuse(s)
On my 2003 TDI New Beetle the head lights are a joke. There is a locking lever to pull in and up that pushes the head light assembly out for servicing. It would not move for me and I broke it off. Even the one on the passenger side would not work and I broke that one too. The up side to this is that once broken the head light assembly pulls out front with medium effort and can be serviced easily. The down side is a frontal collision will pop both lights out. By the way, to get the light assemblies reinstalled is hard. They have to side in perfectly to seal against water. If you are going to try, play with the passenger side first. Easier to see.
remove cover from steering colum the light switch is on the blinker i think i found in some of these the wires are just broke dont know why or how just are some times but check fuses first good luck ..
If just the silver bezel broke you can buy a new one and it snaps on like the other one did. So that way you don't have to replace the whole thing, but if the switch itself broke, then you'll have to buy a new one. Hope it helped!
