SOURCE: the rear lift gate will not open or will the window
if they are controled or usually opened electrically, then it is probably a fuse. Check your fuse panel

Well My 94 Jeep Grand Cherokee had the same problem and we had to just cut into the lift gate panel from the inside. It required cutting plastic but with a 94 looks arent everything and a working lift gate was worth it. But then we pealed back this black plastic mat under the panel and lifted up on the release bar(verticle bar that lifts the latch) and once we got it open we adjusted a little clamp that had slipped. Dont adjust it too much or when u lock it it wont lock! But sorry i dont know the name of the parts. But then u can screw the panel back in and it wont look to bad besides some cuts.

I have the same problem and am still working on the fix, however, I can tell you how to manually get it unlocked/locked.
Climb inside the interior (I am assuming you can not open the hatch) and start in the upper right hand corner (no particular reason, you can start in the left if you like) and simply pull the interior door panel off the door. The cover just unsnaps and should release with just a little pressure. Do this for the top and the right and left sides and stop! There are two screws on the bottom of the panel that you will only be able to get to once you open the hatch!!
Reach inside the door and at the top of the lock assembly (it should be the tallest piece in the lock assembly closest to the door itself) is a lever that you should be able to move left/right. Flip that and the door will be unlocked. This lever is also connected to another piece a bit lower in the assembly, but that lever seems to move a bit easier than the other.
Be careful when you open the hatch as it is now only being held on with the two screws at the bottom of the hatch and the interior light electrical assemblies. So, if you are going to remove the cover completely, unhook the wiring assemblies, remove the screws and you should now have full access to the door/lock.
Simply reverse the process to put the cover back on.

Hello and welcome. all these functions run off the liftgate module. the liftgate module is located in the rear hatch. also the replacement liftgate module has to be programmed with software for it to function correctly

Hi,
I have had several of the Tahoes with the same issue... the fault is
with the lock/unlock actuator inside the rear door. if it fails and
doesn't move the release on the latch... the door doesn't operate
properly.What you will need to do is to remove the upper trim
panel by pulling it off the door towards the front of the vehicle (it's
held in by clips) and then pry/pull back the lower to access the
actuator and move the arm and release the door.after you get it open and replace the lock actuator for the liftgate. This should take care of your issue.
