Transmission linkage I think. all of a sudden all gears in range are nuetral.

The transmission solenoids are not working properly. Probably requires a transmission rebuild.
I don't think it's in the ground strap or wiring.
It's an internal problem with the transmission.

yes a sensor, depending on the model it will be called a neutral safety switch or a transmission range sensor, check with your local parts store, get the part they list and get under your jeep and find it, usually on the drivers side of the trans

the shifter linkage has become loose or shifted and not aligning properly, truck will only start in park or neutral.
the linkage needs to be realigned and repaired. this should be done at a professional level. the alignment is critical, if it is near shift point it can pop from park to reverse, or change gear suddenly causing an accident or transmission damage.

97 neon pops into nuetral when I hit 25 mph....

Sounds to me like you are having a transmission problem.  Basically your transmission has gone into "limp" mode which is why you can drive your car up to 25mph but no further.  Basically your transmission has limited it self to reverse, neutral, and 1st gear.  Take your car to a transmission shop and have it diagnosed.  Often a simple flush and fill will fix the problem, but you might need a new transmission.
