Is it is louder while turning it could be the power steering pump ,if only soing it driving it could be the belt being that you have a serp belt aka one belt I recommend getting a power steering flush ,and changing the belt to do a flush you will want a vaccum pump to suck ot=ut the old fluid in the resovoir alon and put power steering flush fluid in to replace the fluid you took out and turn the wheel all the way both ways a few times 5 or six and pump that fluid out of your resovoir and put new fluid that is for you pump in and do the same thing you just did and pump it out and pour in the new stuff once more to the fill line and you just did a power teering flush jst make sure the fluid is good for the rubber seals and fluid you have in your pump. see if that stops the noise when you put a new belt on make sure is tight enough that could be the other issue from what I can think of GOOD LUCK!

    Turning doesnt affect it at all. It may be the pulley, or the belt... I can normally figure it out, and this is my first time posting a question, as this one has me stumped. Would rather not just throw money at it

Check power steering fluid. "Whining" is too broad a term, sorry.

    I have checked power steering fluid, coolant, oil, but cannot check tranny fluid, as this vehicle has no tranny dipstick. At first I though it was coming from a pully, but I really have no idea on this one. it does it even at idle, sitting in the driveway

Upon starting a loud whining sound as you accelerate - cause$

Belts slipping . Or bearings on water pump . Spray some belt dressing on main drive belt a see if it changes or goes away. If so change the belt , easy to do. If not then it's a new water pump needed

Whining noise is probably in one of the pulleys or belts. Probably the power steering. And the popping is probably CV axles.

what type of noise?
have you checked the fluid?

if its a grinding noise while driving it could be choppy tires carrier bearings or axle bearings.

if its a whine while accelerating or decelerating than it is pinion angle.

if you can safly get both rear tires off of the ground than start it and put it in gear, try to locate the exact location "center chunk or out far in axle tubes" make sure vehicle is secure and safe befor climbing underneath.
