Spedometer stuck at 20mph when car is turned off and parked

Hello i own a 2003 chevy cavalier 4 door sedan with power locks but not
electronic instrument cluster panel. my spouces car however ;
today she discovered that the needle is stuck at 20mph and would not return to the zero position . i requested that she tap the general area to see if its just moisture or residual pressure perhaps a brake bleeding could diminish the cable pressure? the car has over 100k in miles and purchased as is. it ran well for 3months and just had a few minor problems i could deal with. do you think the spedometer cable is getting bad or the spedometer unit is just old and needs to be replaced ? is their a solution
that may repair or correct this problem. can you point me to a location or site where a easy solution may be found.

thank you all for your assistance

Manually shift the truck into park at the transmission. Then make repairs to shift cable. Lock the truck and then use the key to unlock the door and start the truck.

Rear wheel locked

Sounds like parking brake is stuck. You can try and pull apart yourself or have someone look into it.

Chevy Cavalier 2003 Electric problem

I suggest that you have your car checked by an electrician. I can solve that problem if I can get my hands dirty with your car. But we are probably miles away. hehe. There are probably loose wires or disconnected wires or shorted wires. I can't really tell until I see your car personally. Just have your car checked.

Guages in dash

I had a similar problem, it was my fuel and spedometer though. If you turn the car on and off a few times, they needles should go back to zero. The problem seems to be that they are physically worn and are getting stuck. I eventually had the instrument panel replaced for about $600 at a dealership because having to remember what speed it started at was too much of a pain. The car thinks that where ever it starts frmo is zero, so if I turned the car on and needle was stuck at 20mph then when it showed 65 I was really going 45. You may be able to live with those to gauges not resetting, I couldn't do it with the spedometer.
