This code is set when the MIL On Request from the TCM (Transmission Control Module) has/had a problem getting the information to the ECU (Engine Control Module). In the 98 Elantra, there are two separate computer modules; one for the engine, the other for the transmission. (both located under the dash Driver's side. The diagnostic procedure specifies the wiring between the ECM & TCM be checked for any damage/defects. If none found, then replace the TCM with a new one to see if the problem (code) occurs again. If communication between TCM & ECM is corrected, you should have a ****** code related to the MIL On Request from the TCM (****** codes begin with P07 w/the next two digits (??) identifying the specific transmission component/malfunction).

By driving until you run out of gas, you are letting sediments/dirt collected in the bottom of the tank to enter the engine. Rather they will block the fuel filter. Then gas will not reach the engine.
Clean the gas filter and your car will run fine.
The same advice again. Don't drive until the tank becomes empty.

The Alternator should be putting out between 13-14 volts, anything less and you have a bad Alternator. Check all Battery, Starter, Ground connections for loose or corroded wires and tighten or clean as needed.
