1986 accord when shifting, giving gas or less gas power shifts?

Jack car up. Hold the front wheel with both hands in the 3 and 9 poistion. Try and rock it towards you and away. If it is easy to move the wheel bearings need replaced.

Take it to an alignment garage and get the tracking/alignment sorted. Are the inner edges of the tires worn?

Push down on the wing hard to compress the suspension and release, if one side returns slowly, new shock or spring is needed. See if you can spot any cracked springs too.

My 1986 honda accord runs at a high RPM when cold

i'm really not familiar with the older hondas but if you've got an idle air control valve yours is a common symptom of a faulty idle air control valve. check the wiring to it and make sure the connector is clean and tight. if the wiring and connector is good i'd recommend replacing the iac valve.

Idle

If the ignition timing is incorrect and or someone has turned on the idle screw without bypassing the PCM. Otherwise the IAC(idle air control motor) is defective. Possible vacuum leak also.

Hey i have a 86accord changed the fuel filters and

You should try dropping the fuel tank and replace the fuel lines. One is either collasping of has a restricion.Replace both the supply and the return lines because the are of the same age.If the fuel line replacement is not an option for you then you can try removeing the line from the carberator and blowing back through it with compress air[remove the gas cap first].This should remove any debris in the line but won,t help if has collasped. If none of this works then try removeing the carberator and set the float a little higher by bending the needle vave support up a little,or replace the carb[you may want to have it rebuilt].

Need to install head gasket on 86 honda accord

Only if the rest of the car is in good (perfect) condition. If not then I would not replace the head gasket. Head gaskets dont just go bad, overheating is what causes the gasket failure, then the head will be warped and need to be repaired/ straightened, Then you will need to fix why it overheated in the first place.
