There is no carburetor on your truck, it is fuel injected. However, where to spray starter fluid is:You have a air breather tube going from the top of the middle of the engine to somewhere. It is black plastic, and is usually several inches in diameter. If you start at the top center of the motor, it will usually have a black plastic box near the front of the truck, by the radiator, that contains a pleated paper air filter. If you will find that, take the cover off the air filter, it usually has some snaps or screws to do that, as you are supposed to replace it periodically. Find out where the air comes from to go into that air filter housing. Often it is from a hole near the right or left headlight, along side the headlight.; That will be the place you spray starter fluid if you have a friend cranking the engine. If you are doing this by yourself, I would take the air cleaner cover off and spray the fluid into the pipe going up to the top of the motor.
Rear brakes burning
My Bronco had drums and was also the same year. my fathers 87 F250 had drums also. they both had RABS Rear Anti-lock Brakes. Check for broken, missing, or binding return springs
No power
You would check the battery cable connections, the ground connections, and for power at the starter solenoid. There are fuseable links that power most of the major circuits - they are wires that act like fuses.
