My 1999 chevy silverado started lagging down then backfiring

There are to many things to look for that cause the symptoms you described. Best thing to do is get it scanned for a DTC code, that's why your check engine light is on. Auto Zone scan's for free and most auto shop's now scan for around $10.00 to $15.00 since almost every shop has a scanner and want the business.
The scan is going to give you a miss fire code with other codes to why such as to the left or right side banks running lean or both running lean and may be a transmission code to why it shifted hard.
Good luck and keep me posted, as long as there is a engine management problem the transmission may not shift in to it's 4th gear and OD may not activate so take care not to burn out the transmission.

Serpatene belt installation instructions. 1999 Silverado 5.3

I believe there is a self tensioner on your vehicle, you shouldn't need to check that as far as I know.

How to replace the serpentine belt on a 2000 2500

Normally there is a diagram on the inside of the hood of the truck or on the engine that shows the way the belt goes on. First you need to find the adjustment wheel that tightens the belt...it serves no other purpose, just to tighten the belt. Once you find that, loosen it up enough to get the old one off if it's not off already. Other than that I would suggest getting a book from your local library for your car (Chilton) and look at the order it goes into place.
