2003 mazda tribute. How to change license plate
It's easy, but may need some patience. No need to take off rear door inside panel! Press firmly on the left side of the light housing. It should move towards the right..then pull up slightly and it should pop out from the door panel. Twist the center bulb housing counterclockwise just slightly and the bulb should disconnect from the lense. Pull the bulb out...and replace with new bulb. Replace both sides if you like.

first step is to have the fault codes read. If there are no codes and the vehicle is performing well then there is no need for a tune up as the ECM is continually doing the job for you
in fact every second it is running it is being tuned
don't fix what ain't broke really does save money.

It may be that the light is being tripped due to an "over voltage" condition. The faster you spin the alternator/engine the higher the voltage output of the alternator. I would test the voltage coming out of the alternator. It should be at about 14.3v or so max. If it gets into the 16v+ range when you increase the engine RPM then the voltage regulator has failed and needs to be replaced.

What could cause engine misfire in heavy rain & carwash?
Ignition wiring system Error codes may identify more specifically. It could be as simple as a plug wire or distributor wire not installed tightly enough and water that normally would not enter the connection. Could be the Distributor cap is not on tight enough. and or the connection to the coil. Water usually affects the high voltage components. Double check all the spark wiring. I'd also take it to your favorite auto parts store for a code read.
Won't go into gear
No there is a long thin rod which connects the gears underneath...it gets weared out. Replace it. Doesnt cost much though.
