You got taken. Remove the throttle body and remove the idle air control(IAC) motor. Clean them both thoroughly. Use brake clean and a tooth brush. Use a paper clip on the IAC motor if it is the barrel type, open it and clean it out. This will take care of your surge problems. Go get your money back from the mechanic.

TAIL is wrong, they are parking. lamps it truth.

It was working before, why would it fail because you changed the valves? Did you carefully lap the new valves with grinding paste to make sure they sealed? Are they all opening a closing. Is the gap correct? Can you do a compression test?
