My horn WILL NOT work
Where are you connecting the tester to? If you are connecting one lead to the negative terminal on the battery and the other to the horn wire and it lights up try connecting a wire from the horn housing (bare metal) to the negative battery terminal and attach the horn wire to the horn and try it. if that works the ground path from the battery to the horn mounting place is broken somewhere. you may have to run a negative wire to the horn mounting place to make it work properly. How do you know if your coil is bad
Depending on the level of failure in the coil, since they dont always just completely fail, there are a few different things that can happen. You could have a miss in your engine that causes it to be jerky, a reduction in power or in a complete failure the engine will not run due to the fact you will have no spark. If you remove your coil it can be tested using the specs for your particular vehicle. I believe most auto parts stores will test them for you. Hope this helps. Good luck.
How do you replace the blend door actuator in a 1997 Mercury Cougar?

P1446 - EVAP Canister Vent Control Valve Close
EVAP canister vent control valve remains closed under specified driving conditions.
This solenoid valve responds to signals from the ECM. When the ECM sends
an ON signal, the coil in the solenoid valve is energized. A plunger
will then move to seal the canister vent. The ability to seal the vent
is necessary for the on board diagnosis of other evaporative emission
control system components.
This solenoid valve is used only for diagnosis, and usually remains
opened. When the vent is closed, under normal purge conditions, the
evaporative emission control system is depressurized and allows EVAP
Control System (Small Leak) diagnosis.
The EVAP canister vent control valve is located on the EVAP canister and is used to seal the canister vent.
Symptoms:
