You are going in a very wide 'around the house' route to fix something very simple and missing some important steps. You only need another key made based on the VIN Number of the vehicle. They all have a code, and the locksmith if properly registered can cut you a key to fit based on the key code assigned to the VIN. Then you have to have the anti-theft chip in the key linked to the ECM (engine control module) to allow you to start the vehicle. Get two keys made. You are supposed to have a key cut when you lost key number 2 and were only left with 1 key..

I usually turn to the12Volt 1st... https://www.the12volt.com/installbay/stereodetail/1472.html I trust the website... but not what others may have done previously, so I still check everything for voltage and / or continuity before installing. there should be 14x different wires. see the link. I cannot imagine what the uninsulated (bare) wire would be for. Ground? just for support? whatever it is...trace it, so you know, but don't use it. Replace it with something proper.

1997 Thunderbird/Cougar Instrument Cluster Removal

1. Disconnect battery ground cable (14301).
   

1. Remove retaining screws and instrument panel reinforcement (017A28).
   

1. Remove retaining screws and instrument panel lower shield (045G02).
   

1. Make sure air bag system is properly disarmed. Remove fasteners holding steering column. Gently lower steering column.
   

1. Remove screws holding the instrument panel finish panel (044D70) and gently pry off.

1. Remove four instrument cluster retaining screws. (Do not remove screws from the instrument cluster main lens (10887) and instrument cluster mask (10890)).
   

1. Slide the instrument cluster (10849) to the right of the instrument panel opening and disconnect the instrument panel harness from the back of the instrument cluster.
   

1. Remove the instrument cluster from the instrument panel (04320).

1. Tighten instrument cluster retaining screws to 2-3 Nm (18-27 lb-in).

Warm air could mean ur AC system is undercharged or overcharged. Those are the 2 most common problems. U need to take ur vehicle to the certified AC technician. AC repair can get pretty expensive.

Checking the wiring diagram shows that its built into the pcm. Have you checked and confirm there are no blown fuses? There is a 60amp fusible link feeding that side of the pcm. I doubt the pcm itself is at fault. How do you know its not the fan at fault?

Go to the part store and have them check your alternator it sounds like it's on it's way out or it has a loose connection to the battery

No ,this vehicle doesn't have a cold start injector . Plus the fuel filter wouldn't have anything to do with it either , cold or hot would act the same . I would have it checked with scan data , do you know what that is ? Leaving the key on longer then two seconds does nothing ! When you first turn the key to on the PCM - engine computer will energize the fuel pump relay for 2 seconds ! If you want to turn the pump on for another 2 seconds you would need to turn the key off an then on again ! The only other way the PCM will energize the pump is while cranking the engine , if it sees an input from the crankshaft position sensor . Rather then just replace parts an making part stores rich , why not learn how to do proper diagnostics . Test the electrical circuits . What's the fuel pressure ? What does the mass air flow signal to the PCM look like ? Hooking up a scan tool an viewing engine sensor data etc.... Check the CCRM - constant control relay module . Google CCRM

I would think it's a problem with (CCRM) constant control relay module . This module has relay's inside that control the fuel pump , cooling fans , A/C compressor clutch , PCM - engine computer power relay . And thier are electronics involved , solid state circuity . replace the heated oxygen sensors in the exhaust manifolds they are the oxygen sensors that report exhaust composition to the ECM to alter the air/fuel mixture to the correct ratio for the engine settings

Not sure if your 97 model has the distributor cap or spark box...The distributor Cap can be cracked (not seen) and cause this problem. Hope this helps.

When moisture gets inside something it shorts it out . Take a spray bottle an spray ignition coils an see if it dies . For that matter spray the whole engine , fuse box etc... If it dies see what's missing , spark more then likely . Do you know how to do that ? Pull a plug wire off the coils an hold it near the coil tower an see if spark jumps the gap . What engine does yours have ? V-8 V-6

It's inside the fuel tank. Access is on top. Remove tank. 2 straps hold it in place.

Removal

1. Relieve fuel system pressure as described under Fuel System Pressure Relief.
   

1. Drain fuel from the fuel tank as described.
   

1. Raise vehicle on hoist.
   

1. Remove the exhaust system as required. Refer to Section 09-00.
   

1. NOTE: The connections for the rear fuel supply return and vapor tube (9S278) to the fuel pump module are on top of the fuel tank and are inaccessible. They must be disconnected with the fuel tank partially lowered from the vehicle.
   
   Disconnect fuel tank to filler pipe hose (9047) and vent hoses connecting the fuel tank filler pipe (9034) to fuel tank. Disconnect one end of the vapor crossover hose at the rear over the driveshaft (4602).
   

1. Place a safety support under the fuel tank. Remove the bolts from the fuel tank support straps (9092). Take care not to deform the fuel tank or fuel tank support straps. Fuel tank capacity and/or fuel pick-up may be adversely affected.
   

1. Partially remove the fuel tank and disconnect the rear fuel supply return and vapor tubes at push connect fittings using Fuel Line Disconnect Tool Set T90T-9550-S. Disconnect electrical connector from the fuel pump module.
   

1. Remove fuel tank from the vehicle.
