Where is the starter fuse in 2007 328i
what problem are you trying to solve.
The fuse panel in case you are interested is accessed from the glovebox. There is a removeable panel at the back of the glovebox that you can remove to gain access.

U codes are a communication problem between computers. They will usually turn on a light in the dash for the area to look at. IE.. ABS,Check engine,Security... Some wont turn a light on, BCM..U codes can come from disconnecting the battery or the battery gets to low on voltage. (like a bad alternator) Last but not least would be a short or broken wire in the communications line. Depending on the year, communication lines were from computer to computer. Newer models splice the commuication lines into one place that feed all the computers.
Speedometer not work
jumping the battery after a failed battery has probably corrupted the CPU program. Try using a scanner to reset the program.

Relay check for blinker
There is a mechanical ring on the steering column connected to the turn switch that will automatically return the turn switch to center when the wheel is turned back to straight. It is called a canceling cam. Has plastic parts, little pins that flip the switch back. Sold separately, it is just a mechanical operated part, nothing electrical. The steering wheel has to be removed to get at it.
