What could be causing rattling under the hood when sitting still?
Many things can cause your problem but the most common is either a heat shield or a retaining clip that has come loose. My recommendation is to block your wheels so that your vehicle can't roll forward, open your hood, start your vehicle, HOLD YOUR FOOT ON THE BRAKE PEDAL, have an assistant listen to see if they can locate the noise. If the noise is gone with the hood open then look for any shiny spots on the underside of the hood.

Wipers just smear when lightly raining?
It is most likely ;that your car has a film of some residue on the windshield. A good cleaning could help, and I have heard people have used an glass ware cleaning solution, called Barkeepers friend, or dishwasher powder and a sponge.

If
the code would have been due to the cap problem then the code will go away. Try
resetting the code. Also try diagnosing again after disconnecting the battery
and then reconnecting it after a few minutes.

It is possible that your windshield is scratched. Sometimes faulty or dirty wiper blades can scratch the surface of the windhield and it will look like a dirt smear. The only way to fix this is to replace the windshield.

Transmission problems
I suspect that the code should be p 0733
that is gear ratio 3 incorrect
some problems that trigger the code are
defective 3rd gear shift solenoid
defective 3rd gear related gear set or clutch pack
defective engine coolant temperature sensor unit
defective valve body
dirty transmission fluid that restricts the hydraulic passages
not knowing the repair history , if the torque converter was not replaced in the overhaul then there could be rubbish in it that is now in the box
the coolant temp sensor also reads excessive heat generated by the transmission oil cooler or the connection could be excessive oil temp reading
first thing to check is the wiring and harness connections as a connection not properly fitted may be the problem
it would help if you gave a history of the problem in the 14 miles --not shifting , slipping etc
