It is inside eng trace wires from battery back to eng timing will jump if u dont stop it from turning remove spark plug and put something inside cylinder like a piece of rope to keep piston from moving must be on up stroke when doing this must not move piston at all. be careful good luck

A couple of ideas:
For a no start 2 stroke engine with your described condition, a possibility to consider is too much / unburned 2T oil in the lower combustion chamber; remove sparkplug, air dry (or use compressed air).
