How much fuel in oil... or rather; is oil level high and smells of fuel? High oil level with fuel would imply an injector is sticking open.
It is liquid cooled... is it losing coolant?
Check condition of plugs. If oil fouled, replace and see if it will start/run. If still no start, pull plugs to see if they are saturated with fuel which would imply a stuck injector.
If it start/runs after replacing plugs, replace oil. If it continues to smoke is it white, black, or blue color?.

Depending on the amount of metal in the oil would dictate the seriousness of the issue. A little is ok in most cases in the first few oil changes, but anything more than that and there is something wrong with the engine. In most cases this would mean a total rebuild.

This should be everything you need to rebuild it. Now you need to MIX your oil. Not use the tank. Google blaster oil tank bypass and just remove the tank as it can tear up the engine badly. The oil pump can send shards of plastic into the crank and cause it to fail. Once you have done this, You can have the engine built, mix the oil 32:1 and insert into the gas tank. First, I would check to make sure the carbs are getting fuel, and then fuel getting into the cylinders. Your question about low oil - did you let it get low and then it quit? ...
If you put oil into the cylinders and only got 100psi, this might be your problem. You should be pumping around 120+psi without putting anything into the cylinders... Recheck the compression.= .take out all spark plugs...screw the gauge in until the o-ring seats, hold the throttle wide open while spinning the engine over for about 5 seconds... you should get 120psi +/- 10psi.
If you are getting less than 100psi.. it might be time for a rebuild..
