Transmission breaking up
Without having the scanner to examine, my first thought is that you have the squelch set too high, and the signal is not very strong. Try putting and external antenna on the radio and see if you don't get better copy.
Lastly, there could be a problem with the radio as well, but like I said, without examining the radio I can't know that.
Potential problem with Diesel Night Hawk model 4-44 40 channel
The ratio for reflected power is 1:10, if your radio have 10watt fwd power then 1 swr is ok. its better if you tuned your antenna according to frequency chart which you are using. see the antenna cable for any damage, use low loss cable, also change the mic.
