It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

If you have cycled through all the inputs without success then either the TV is bad or the input device is causing an issue. Oftentimes programming is delivered via a subscriber device, dvd player, or other independent player/source. If you have a service like Comcast then they typically will help with troubleshooting. It may sound silly, but be sure to check things are plugged in and turned on. Also, if you are using a strip cord to plug things into make sure the reset switch isn't tripped.

In Ebay you can find easily an original replacement for a very low price.

If the dvd player has a hdmi contact you should use this. In the tv's menu you should be able to define the hdmi contact in use. The same goes for a scart contact. However, if the dvd player has a cart contact only and the tv has no scart contact, I am afraid that you cannot use that player. Anyway, you should consult the manual, that you have been adviced to download. Good luck.
