I have a Hoover HPT16 001 which is less than a month old it suddenly has absolutely no suction (not even a tiny bit) from the bottom although the stair tool is fine.

If there is no suction at all, not even a little bit, then most likely the suction fan is broken. They aren't too complicated to replace if you want to.
If there is no suction, there has to be a blockage somewhere in the dirt path. You should hear the motor working a little harder in this condition. Please check the entire dirt path from floor to exhaust (clean all filters too) to find the obstruction.
It sounds like the motor that spins the beater brush is burned out,If it is under a yr old it should be covered by the manufacturer warretee. Find a Hoover service center that does warrentee repairs.
There are several filters on bag-less vacuums that need to be cleaned. Dig out your owners manual or open the one below. See section 3 for filters and maintenance. If you are vacuuming a house bigger than about 1500 square feet, you should be cleaning the filters every other use. you need to not use this until you get it fixed at a vacuum store.they can probably help you with it.might be there is a short or a little water got on the motor.
absolutely all the air in a vacuum would pass through the filter and if its clogged badly you could loose all your suction and if the belt is more than a year old then replace it even if it isnt broken ( they stretch out over time )
