DC the power on both sides and plug in again making sure the connections are tight. Make sure your video controller in device manager is also working. If no power light on the monitor could mean it went out.
It means check if you see any display on your screen outside Windows. Like when you turn your pc on, usually, before it goes to Windows, you see the manufacturer's logo, in this case Acer. So if you see the Acer logo or anything on your screen before it loads Windows, then the problem may be with the video driver. If you don't see anything at all when you turn your pc on, most likely it's the screen or the lcd itself that's broken.
change the resolution from the desktop properties(right click on desktop ..choose properties than settings ...in there you will find resolution ...setting ..change them one by one untill you get to one that fits...probably will be the last one in the right ..the largest if it is a wide screen on 21 inch ..
Right click on the desktop in a clear area and scroll down to either resolution or properties. From this you can experiment with resolution settings to see which setting best fits your display. After each setting change the computer will ask you if you want to accept the changes, it will give you 15 seconds for each change.
sbra454016, Monitor has internal problem on "switch-mode-power-supply/ccfl inverter supply" printed circuit board. Check smps/ccfl supply board. Read my fixya profile to understand problem or skip the reading and trade-in for new wide screen unit. Reading is free. 12fixlouie
find the buttons on the monitor itself, they control all those things. I had the same problem myself. It's not within the operating system --- it's the monitor itself. It's not display control or any of those things
good luck
