When it lose time settings? When you gets connected with internet or power off your PC?
If it is case of power off your PC, then it's all about your CMOS battery of your motherboard. It looks like a small button type battery. Generally it supplies power to PC clock when your PC is turned off or power off. BIOS settings also gets power form this battery. You have to change it if this is the reason. It takes little price.

http://www.computerhope.com/issues/ch000239.htm If it happens in case of When connected with Internet, It changes date and time automatically if internet time zone selected with "automatically synchronize with an Internet time server".
To deactivate it like windows xp ( go to control panel, select date and time properties, select Internet Time tab and unmarked "Automatically synchronize with an internet time server" check box.

Click apply and ok to save changes. Now your date and time will not be changed.
