Ok, I thikn I fixed it, but it is kinda dumb. Maybe this will help you.
Call your phone from another phone. While the phone is ringing press
the Volume Up Button on the left side of your Treo. Now look to make
sure that both of the Volume Mixer buttons are turned up. For some
reason the system sounds were turned all the way up, but the ringer
volume was turned all the way down. The only place that I know to make
the change to the ringer volume is pressing the rocker switch while the
phone is ringing. Let me know if that helps
