Do you mean a charger plugged in for four months ? or the battery pack on the scooter for four months ? if it not charging and left on the scooter they will discharge and may never recover.
Leaving it on charge for four months ?, the charger will go into trickle charge mode once it fully charged the batteries, manufacturers will agree this is a good thing , if left for weeks and weeks , it should be charged up fully once a week if not in use and i recommend removing the battery case as i seen issues arise from leaving a battery pack on a scooter for long periods of time, for starters they discharge quicker,.
5 beeps usually means scooter is out of gear, but since the lever is in the drive position and the scooter gearbox/differential is engaged, it seems that the controller is not sensing the gear change. Possibly a faulty micro switch in the motor housing can be the cause of this, usually the micro switch is pressed down by the drive lever and if the switch is pressed down the motor controller knows the scooter is in gear.
Make sure the free-wheel lever is engaged and the charger is unplugged from the scooter before you try to turn the scooter on. If the battery gauge goes up when you turn the scooter on and there are no beeping sounds you should be good to go.If the battery gauge drops to the red when you try to accelerate slowly, your batteries are shot. (Typical replacement in 24-48 months). If there is any beeping when the key is first turned on then there is a problem and the number of beeps indicates the problem found by the computer during the POST. [Power On Self Test]
Charge the batteries fully and remove the battery pack from the scooter. About once a month charge the battery pack. It shouldn't take long to charge since you are not using the scooter Don't overcharge when the light on the charger turns green turn it off and unplug it from the battery pack. This should keep the batteries fully charged and fresh when FIL gets back home. Hope this helps you
Check the connections between the battery and motor, if the rear come apart check there connections there,
If the connection with the batteries string loaded, rough them up slighty with a wire brush but be gentle and is there freewheel lever right in position for drive.
