As soon as you press the power button on your notebook, Keep tapping F8 repeatedly. Another screen should pop up with a list of commands (safe mode / start up repair etc) Near the bottom of the list you should see an option to ReInstall windows / Reset to factory Default. Select which one you prefer and follow the simple instructions.

Hope this helps and please rate thanks.

Hard Disk Drive Recovery using the recovery partition
You have the options of recovering your system using the Hard
Drive Recovery partition to the factory-set default, or recovering
just your C: drive and leaving other partitions (for example, a D:
drive) intact, or changing the size of your C: drive and then
recovering it.
To recover your hard disk drive using the utilities stored on your
computer's HDD:
1 Make sure the computer is turned off.
2 Press and hold the 0 (zero) key on your keyboard while
powering on the computer. When the computer powers on, the
Toshiba Recovery Wizard screen displays.

recovery method)
Recovering a hard disk drive to its out of box state deletes all partitions
on the hard disk drive and your information will be lost. Be sure to save
your work to external media first.
1
On the Toshiba Recovery Wizard screen, select Recovery of
Factory Default Software, and then click Next.
The Recovery of Factory Default Software screen appears.

will be lost during the recovery process. Be sure to save your
work to external media before proceeding.
3
Click Next to begin the recovery.
Once complete, a message displays that the HDD has been
recovered.

Wipe the computer memory and restore factory settings

You can recover any files deleted from computer. best thing you can do that to recover any file is by using recovery software, but you must act quickly before that file will gone forever because everything that you do, installing, downloading anything you do can make this file lost forever, my recommendation is Asoftech Data recovery which helped me before, download from
Deleted Files Recovery Software
