firstly go into your control panel then click on Clock,Language and region next click region and language then click format a list should come up then select the language you want

Control panel -> regional options and languages.
Change both fields in Regional options to your country. Then go to the “Languages” tab and click “Details…” Here you can change the defaul input language and keyboard settings.
your keyboard layout is wrong. what country are you? the default layout is US. some use UK layouts.
Depending on where the laptop was made, your keyboard layout will be different. I recommend try changing it to US, go to start->control panel->switch to classic view(if it isn't already, else skip this step)->regional and language options->languages->details->(change your keyboard to US layout. If you can't see the option, go to "add..." and add a input language (english?) and keyboard layout)
