The most common cause for this problem is a faulty lid switch! this the switch that gets depressed by the tang on the machine lid. If the switch is problematic, or faulty, the washer will only fill and that is it! The timer will not advance or the motor run. The switch can be checked with an ohmmeter, and they are fairly simple to replace. If any further information regarding machine disassembly and switch replacement is needed, feel free to post here again.

Washer filled with water...will not agitate or spin or drain

You may have a bad or broken lid switch.The waher is thinking that the lid is open.

well the land lord is responsible to repair or replace a unit(appliance) that is offered in the rental agreement ,,this is his problem assuming that you did not abuse your machine IE kids taking a ride in it, filling the washer to the point the lid dos not close and so on lol i`m certain you are innocent of this,,,,,,,Right ?
at any rate coordinate your efforts to repair your unit with your landlord, i`m certain that any good landlord will be reluctant but obliged to have this situation ratified landlord ,,,,,your fault is most likly with the lid switch it is a safety feature built into all washing mashines to prevent the spining action to ocer with the lid oppen this is to provide a prevention to personal phisical injeries

I want the washer to fill it up but it goes to final spin

Is it a front loader or top loader? It almost sounds like a front. If so, you have a malfunction in your control panel. You will have to have GE do a test on the circuitry to verify that that's what it is. But if it's a top loader, it most likely has a mechanical timer. If THIS is the case, there's a chance that someone tried to do a second final spin then interupted it before it was done and threw the cycle off. My parents had a HOTPOINT that did that. Just set the timer to the desired starting point, and let it run from there to the end (UNINTERUPTED). This will reset it. Any more problems, let us know.

Waher won't spin

Either a bad lid switch or a bad direct drive coupling or a bad timer.
Fill the machine with water. In the wash mode observe the agitator. Is it moving back and forth? If no, replace the direct drive coupling.
If yes, it does move back and forth, with the lid closed, advance the timer to the spin cycle. If it does not spin, raise the lid then close the lid. Does it spin? If yes, replace the timer.If no, replace the lid switch..
